About FUTO CE-sPESS

I am delighted to welcome you to the Centre of Excellence in Sustainable Procurement, Environmental and Social Standards (CE-sPESS) at the Federal University of Technology, Owerri. FUTO CE-sPESS was established by the Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) programme in 2019 by the National Universities Commission (NUC) in partnership with the World Bank. The primary object of SPESSE programme is capacity building to integrate Procurement, Environmental and Social Standards’ professionalization within the Nigerian public and private sectors to enhance sustainable development and value for money in public expenditure.

Each of the three Programme Areas: Procurement Management (PRM), Environmental Standards (EVS) and Social Standards (SS) has 5 tracks listed as follows:

Track A is the Executive Short
Track B is the Advanced Certificate
Track C is the Postgraduate Diploma
Track D is the Master’s Degree and
Track E is the First Degree, B.Sc.

We operate the Triple-Helix partnership with the Academia, Public and Private Sectors for collaborative research and training. Besides our partners from organizations all over the world, we partner with the following organisations in Nigeria who are part of the SPESSE programme: the Bureau for Public Procurement (BPP), the Federal Ministry of Environment (FMEnv), the Federal Ministry of Women Affairs (FMWA) and Centres of Excellence in five Nigerian universities- Federal University of Agriculture, Makurdi (FUAM); Ahmadu Bello University, Zaria (ABU); Alhaji Tafawa Balewa University Bauchi (ATBU); University of Benin (UNIBEN) and University of Lagos (UNILAG).

Our resource persons, drawn from FUTO, universities abroad, industry and private sector are well trained and experienced. Our vision is to be a world class Centre for training and development of highly skilled human capital in the areas of Procurement, Environmental Standards and Social Standards.
